Mr. Reckett,

The Hongkong Chinese Emigration Ordinance,

No. 1 of 1889, has been repealed and replaced by the

provisions Asiatic Emigration Ordinance, No. 30 of 1915 - as to 'assisted' emigration are, however, reproduced in

the latter Ordinance.

In respect of other similar legislation in the Dome. Cols. and Prote., & careful examination by Mr. Titchener of all Emigration & Master and Servant legislation has produced very meagre results.

The Nigeria Native Labour (Foreign Service) Ordinance, No. LI of 1916, deals with 'assisted' emigration, whilst the Straits Settlements Emigration Ordinance, No. XII of 1910, gives power to any 'Protector' appointed under that Ordinance to give a certificate dispensing with a contract in the case of an Asiatic desiring to emigrate (see sec.4(2)(a)), a provision which seems to permit 'assisted' emigration, though such emigration is not specifically mentioned in the Ordinance.

The Barbados Emigration Act, No. 2 of 1904, refers to assisted emigration (secs. 4 and 5), but this is in connection with Goverment assistance to natives of the poorer classes and indigent non-natives and is, therefore, scarcely in point.
